klm_activate_license fails on Tizen 4.0.0.1 (2.3.2 works fine)

Hello,

I'm now testing the wearablecustom sample app (https://seap.samsung.com/sample-app/wearablecustom-sample-app) to testing Knox custom APIs.

It works fine on Tizen 2.3.2 (Gear) device.

(Whenever I change the target device, I changed the API Version on the manifest as appropriate one.)

On the Tizen 4.0.0.1 (Galaxy watch), The klm_activate_license call always fails.

I look up the log but, there is no helpful information.

The only thing I can see from the log is that the response of  klm_activate_license is empty.
